We had a SIngle user getting Protocol driver error. All our tests showed no problems, We could telnet from him to port 1494 on our farm. Connectivity was solid and he was the only user receiving it. Turns out he had a personal firewall blocking the citrix client from the internet, but Port 1494 was still open.
